More than 300 euros net per month. This is, on average, the increase in income experienced by midwives in the hospital public service from March 2022, thanks to the memorandum of understanding relating to midwives, signed this Monday, November 22 by the government, the French Hospital Federation (FHF) and the majority of representative trade unions (FO, CFDT and Unsa). This text, which plans to “improve the attractiveness and work organizations of the midwifery profession”, more precisely sets up a “medical practice premium” of 240 euros net per month from February 2022. This applies to the approximately 12,500 midwives (permanent and contractual) in the hospital public service, but also to the nearly 3,000 professionals working in the lucrative and non-profit private sector.

In addition to these 240 euros net to come next February, they have already benefited, since the end of 2020, from 183 euros net more per month as part of the Ségur de la santé. For permanent midwives in the hospital public service, an average increase of 78 euros net per month will be added to these 423 euros net per month as part of the upgrading of the grids, also provided for by Ségur and that the agreement signed this Monday formalizes. And this, as from March 2022. In total, from this date, it is therefore 501 euros net additional which will appear every month on the payslip of the midwives holders of the hospital public service. “An unprecedented salary increase for midwives,” said Olivier Véran, Minister of Solidarity and Health, on the occasion of the signing of the agreement on Monday.

Note that contract workers in the hospital public service and midwives working in the private sector (incumbents and contractors) are not eligible for the revaluation of the grids of 78 euros net per month on average. In total, the monthly income of contract workers in the hospital public service and midwives working in the private sector will therefore increase by 423 euros net as of February 2022 (increase of 183 euros net of Ségur + premium for medical practice of 240 euros net per month).

No bonus in the territorial public service

And for the more than 1,000 midwives working in the territorial public service, the medical practice premium will not be implemented. But the memorandum of understanding signed on Monday provides for transposing the upgrading of the grids in the territorial, according to the same schedule as in the hospital public service. That is to say from February 2022. The midwives in charge of the territorial jurisdiction will therefore only benefit from the average increase of 78 euros net per month linked to the revaluation of the grids, in addition to the increase of 183 euros net, effective since December 2020. Or 261 euros net more per month from March 2022.

The memorandum of understanding relating to midwives seeks to go even further, by providing in particular for the publication, by the end of the first quarter of 2022, of an instruction aimed at establishing better recognition of the role of midwives. women in hospital. And this, for example by reaffirming the place of midwives as medical personnel (which is not the case everywhere in practice today), or even by improving their access to continuing training. The measures taken under this agreement represent a global commitment of nearly 100 million euros, according to the Ministry of Solidarity and Health.
